Governor Wavinya reinstates Finance CECM Catherine Mutanu

New development comes after court suspended implementation of Mutanu's dismissal

Machakos Governor Wavinya Ndeti has reinstated County Executive Committee Member (CECM) for Finance Catherine Mutanu after a court suspended the implementation of her dismissal pending the hearing and determination of the case.

In a statement on Monday, Governor Wavinya said she had been served with the court order and would comply with it, saying she remained committed to the rule of law and the judicial process.

"As a law-abiding citizen, I respect the rule of law and will fully comply with the court order as the matter proceeds through the judicial process," the governor said.

Following the court's directive, Wavinya ordered Mutanu to report back to work immediately and resume her duties as the County Executive Committee Member for Finance.

The governor also directed the county's Finance Department to proceed with processing the County Assembly's Form C after receiving the required documentation.

The court order will remain in force pending the hearing and determination of the case challenging Mutanu's dismissal.

In a dismissal letter dated July 6, Governor Ndeti had relieved Mutanu of her duties with immediate effect but did not give reasons for the decision.

"In exercise of the powers conferred by Section 31(a) of the County Governments Act, I hereby relieve you of your duties as the Machakos County Executive Committee Member for Finance with immediate effect," the letter states.

Following the dismissal, Machakos County Secretary and Head of Public Service Dr Muya Ndambuki formally notified the County Assembly of the governor's decision.

In the letter referenced Dismissal of CEC Member for Finance, Economic Planning, Revenue Management and ICT, Ndambuki asked the Assembly Speaker to take note of the action.

"This office has received communication from Her Excellency the Governor relieving Catherine Mutanu Raphael of her duties as the County Executive Committee Member for Finance with effect from July 6, 2026," the letter, seen by the Star, read in part.
