The Senate Standing Committee on Devolution and Intergovernmental Relations has advised the Vihiga county government to build multi-storey markets to enhance trading operations.

Additionally, the Committee emphasised the necessity for upgraded infrastructure in markets throughout the county.

Senators also stressed the importance of promoting investments to curb capital flight and increase revenue collection.

Chaired by Wajir Senator Mohamed Abass, the Committee observed that despite receiving resources from the National Government to bolster devolution, many markets in Vihiga County fall short of required standards.

"We must address these issues to ensure the benefits of devolution reach the people. This fact-finding mission aims to produce a report that guides the county government in implementing necessary changes," Senator Abass said during a visit to Mbale Municipal Market.

During visits to other markets such as Serem, Majengo, Esibuye and Luanda, the Committee made additional observations.

Before these visits, the senators had held discussions with county officials led by Governor Wilber Ottichilo to address concerns raised in the Senate by Senator Godfrey Osotsi.

Senator Osotsi highlighted issues such as water supply, street lighting, infrastructure, waste management and sanitation, urging the Committee to present a comprehensive statement to the Senate for consideration.

The Committee is currently reviewing various market improvement and expansion projects, some of which are funded by donors.

Challenges identified during the market tours included inadequate water supply, poor drainage, insufficient waste disposal facilities, absence of auction facilities, and inadequate sanitation.

Traders who submitted memoranda to the Committee expressed grievances about poor service delivery and mistreatment by county askaris, as well as stalled projects intended to improve market conditions.

Senator Richard Onyonka, another Committee member, criticised the county administration over poor sanitation while Senator Osotsi assured traders of his commitment to follow up with the Committee to address their concerns effectively.

Committee members present included Nominated Senators Hezena Lemaletian, George Mbugua, Kisii Senator Richard Onyonka and Bungoma Senator Wafula Wakoli.
