MP Sudi's diploma certificate forged, witness tells court

KIM says their records prove that Sudi has never registered as a student of the institute

Former head of examinations at Kenya Institute of Management John Mateshe on Wednesday told an anti-corruption court that the diploma certificate held by Kapseret MP Oscar Sudi was forged.

Mateshe was led in his testimony by Senior Assistant Director of Public Prosecutions Riungu Gitonga. He said their records show that Sudi has never registered as a student of the institute.

Sudi has been charged with forging a diploma certificate in business management purporting it to be a genuine document issued by the Kenya Institute of Management.

He is also accused of forging his KCSE exam certificate purporting it to be a genuine document issued by the Kenya National Examination Council. 

Mateshe was the tenth prosecution witness.

The witness told the court that a copy of his certificate presented to the institution by the anti-graft body was not a copy of a genuine document issued by KIM.

“The number 36262 on the certificate presented to me belongs to a certificate issued to one Elkana Kimutai of admission number NRB/20870 of Diploma in Purchasing and supplies management which was issued on September 24, 2009,” the witness said.

“The admission number NRB/20879 belongs to Scholastica Achieng’ Odhiambo of Diploma in Management of NGOs. The student was registered in 2005. From our records, Sudi has never registered as a student of the institute,” Mateshe added.

Mateshe told Anti-Corruption magistrate Felix Kombo that the serial number and admission number in that certificate belonged to someone else and not Sudi.

“The serial number was from the institute but belonged to a different student,” he said.

In cross examination, the witness mentioned the diploma certificate issued to him for authentication was not the original copy.

Hearing proceeds on November 17.

On Tuesday, an official with the Knec told the court that Sudi did not sit for the 2006 KCSE examinations as earlier alleged.

The principal examinations secretary Nabiki Ene Kashu told Kombo that Sudi did not register nor sit for the 2006 KCSE examination at Highway Secondary School.

Kashu said on  September 17, 2015, they received a letter from the Ethics and Anti-corruption Commission. The commission was requesting for confirmation of candidacy on academic results of Sudi for the year 2006.

“In the letter, we were asked to authenticate whether such a candidate sat for KCSE exam in the year 2006 at Highway Secondary School in Nairobi in November and awarded certificate serial number 3381074 under index 4010060/81,”

Kashu after checking established that the 401006 code did not belong to Highway secondary but Parklands secondary school.

The code for Highway according to KNEC records was 401005.

“We also established that a candidate by the name Sudi did not appear in the 2006 Knec database for either Parklands secondary school nor Highway secondary school,” said the witness.

The court heard there was no school called Highway High school during the 2006 KCSE examination as indicated in Sudi’s certificate.
