The Azimio La Umoja Coalition has proposed an equal number of male and female senators as one of the ways to achieve the two-thirds gender rule.
In its presentation to the National Dialogue Committee (NADCO), Azimio also wants a formula established to have a gender top-up list at the National Assembly.
The coalition wants the gender rule to be applied in all arms of government; legislature, Executive, and Judiciary.
Further, it also wants the opposite gender rule in the devolved unit that indicates if a governor is male, his deputy should be female and vice versa.
The Raila Odinga-led coalition additionally wants a mixed-member proportional representation electoral system.
This is a mixture of two principles of electoral system design, where votes are cast for single-seat elections and also the party the contestant is vying with.
In the National Assembly, the opposition also wants the government to mirror the county assembly formula in Article 177.
Article 177 (b) states that; the number of special seat members necessary to ensure that no more than two-thirds of the membership of the assembly are of the same gender.
In the Senate, Azimio has proposed that a 50:50 formula should be applied, with four seats under the youth and the people with disabilities.

In the presentation to the NADCO during its last day of public hearings on Thursday, the coalition has also proposed a formula for addressing gender rule.
The formula states:
Number of Elected Women + X = 34% of the total number of parliamentarians (Where X is a variable and represents the number to be topped up)
a + b + c , this means b = c – a
Where a = number of underrepresented genders elected, b= the variable for top upc = 34% constitutional requirement on the 2/3 gender rule.
While issuing the proposals, Azimio accused President William Ruto of not fulfilling his campaign promise on the inclusion of women in appointive leadership positions.
"The gender question has not been addressed sufficiently despite a campaign promise that Ruto made to appoint 50 per cent of women into his Cabinet," the coalition said.
Azimio noted that only 13 per cent of the Permanent Secretaries in government are women and on the other side, just 31 per cent of the Cabinet consists of women falling short of the promised 50 per cent.
"Most of the public appointments have been based on political and tribal considerations and not merit-based," Azimio said.
