Nairobi county speaks on viral video of Kanjo askari in private car

Nairobi City County acting secretary Patrick Akivaga has said the inspectorate officer overstepped by getting into the vehicle of a viral woman Gloria Ntazoia.

Akivanga said the 'Kanjo' with whom he did not mention the name, should have asked for consent before taking the action. 

"If someone makes an offence, you stop them and read to them what traffic offence they have committed, and you escort them to the nearest police station or county offices," he said. 

"In this case, the officer overstepped."

Akivanga, however, said if need be to escort an offender, an officer or Kanjo does not need to get into a vehicle. 

"There is a reason why we have standby county government vehicles, if one needs to get to the private vehicle, they have to ask for consent, it is wrong to forcefully get into someone's vehicle," he added. 

The county secretary also noted that Gloria was against the law to drive the officer to Ngong, as she had alleged that it was an abduction. 

"The two of them were in the wrong, the lady should have driven that car to the nearest police station, county offices, or government premises to report the matter. It is illegal to detain somebody, the right thing is to go straight to the authorities," he added. 

"When she was recording the video saying she would spend the whole day with the officer, that was wrong. It is wrong to illegally detain somebody."

Akivanga said that his office is waiting for a report from the accused officer and his supervisors, and noted the report will inform the disciplinary actions to be taken. 

"Under the fair administrative action, he will need to explain to us under what circumstances did he entered into the lady's vehicle, and then we act," Akivanga said. 

On Wednesday, Gloria posted a series of videos on her Instagram stories claiming that a city Kanjo had entered her vehicle, without consent as she was trying to park within the CBD. 

"Mimi sijafanya makosa, ata parking nimelipa, na umeingia kwa gari yangu bila ruhusa, sasa leo ntakupeleka hadi kwangu, ntaenda na wewe kila mahali naenda, this is so unfair," she said in one of the videos. 

This is loosely translated to: I have not gone against any laws, you entered into my car without consent, and we will drive together to my house and any other place that I will be going, this is so unfair.

In recent days, there have been complaints of harassment from county officers.

Hawkers around the CBD were thrown off the streets and their trolleys were seized by city inspectorate officers for allegedly not having Medical certificates from Public Health that every food handler must have.

With the incident, Nairobi Governor Johnson Sakaja ordered the immediate release of all confiscated items.

"I apologise to the traders and I compensated each of them to the tune of 10,000 shillings each," Sakaja said.

This resulted in public uproars, with others sharing their experiences with the Kanjos. 

From their vehicles being clamped, to being allegedly forced to offer bribes.
