He noted that he had tested the modern equipment and facilities in the new Tower and there should be no room for excuses.
"Members, you now have, according to your own admission world-class facilities. We expect and the people of Kenya expect world-class representation and oversight," President Ruto said.
"Looking at the facilities and I tested them this morning, the committee spaces, and the offices, you now have no reason not to give us and the people of Kenya the best of what you can do as our legislators," Ruto said.
The Head of state added that he no doubt the quality of debates, representation and legislation is going to improve, with the new and improved facilities for MPs.
He noted that should the legislature need any form of support from the executive, he is always ready to give his full support.
"Mr Speaker, if there is anything the Kenyan government can do additionally to equip our members of parliament so that they can discharge their very central responsibilities to the people of Kenya I will spare no effort to make sure that it is done," Ruto added.
Ruto said Parliament has the responsibility to ensure resources allocated to better the lives of Kenyans are put to good use.
He further noted that he is committed to make sure the Executive is held to account.
"I made the commitment that members of the Executive will come to Parliament so that you can interrogate them, ask them question and hold them to account. I am happy the process has taken off," Ruto said.
"I expect to see more engagement between the Executive and the legislature by way of making sure the public is well informed of government policy and members of the Executive coming to Parliament to account for actions of my administration," Ruto said.
Ruto officially opened the Ultra-modern Bunge Tower on Thursday.
Members of Parliament will begin moving into the multi-billion shilling Bunge Tower after a decade of construction.
Bunge Tower was initiated by the Parliamentary Service Commission in 2010 to provide sufficient office space for the MPs.
The ultra-modern building was originally designed for members of the National Assembly with 320 offices but the coming in of the Senate after the adoption of the new Constitution saw senators included.
