National Assembly Speaker Moses Wetang’ula has confirmed tomorrow’s State of the Nation Address by President William Ruto in Parliament.

In a communication to MPs, Wetang’ula said the President will address the nation and the House in the afternoon.

“You should as members be advised by the Office of the Clerk on the arrangements that have been put in place, there will be a little inconvenience,” he said.

The Speaker noted that all members except leadership of the House will pack their cars at Bunge Towers.

“Come with your drivers, and be dropped at the gate and let them go on to park at Bunge Towers. As you know they is enough parking space to accommodate all of us,” he stated.

“If there are any members of staff who pack there, we advise them tomorrow to use the Comesa Grounds at the KICC to give way to lawmakers,” he added.

The speaker further asked the lawmaker to arrive in Parliament in good time.

“Be here punctually; it will be a joint sitting, and some sits on my left on the front row will be for the leadership of the Senate.”

“I need not emphasise, you will hear His Excellency in absolute silence and there after you will be given an opportunity from Monday afternoon to debate the address of His Excellency to the House,” he said.

Wetang’ula said lawmakers will be out of order to enter the chamber “when a distinguished person in the name of the President is addressing.”

There will be no other business of the House except the address.

The State of the Nation address is an obligation of the Constitution that requires him to update Parliament on three key issues, among them national security.

The President is also obligated to appraise the legislature on all the measures taken by his administration and the progress achieved in the realisation of the national values.

Article 132 of the Constitution requires the President to also once annually update the bicameral house on measures and progress made in fulfilling the international obligations of the republic.
