Deputy Chief of Staff in the Executive Office of the President, Performance and Delivery Management Eliud Owalo has urged state agencies to strictly adhere to best governance practices.

Speaking at the 13th Champions of Governance Awards, held at a Nairobi hotel, Owalo emphasised the importance of sticking to standard guidelines across all sectors.

“Transparency, stakeholder engagement, and effective communication are vital components for organisations to thrive in today's dynamic environment,” he said.

The Institute of Certified Secretaries (ICPSK) organised champions of governance awards recognising those who have aligned their operations with the core principles of effective leadership, transparency, and adherence to laws.

This year’s ceremony highlighted the critical role that accountability plays in driving sustainable growth and development, with a strong call for all organisations, both public and private, to uphold these standards.

Among the standout performers at the awards ceremony was the Athi Water Works Development Agency (AWWDA), which emerged as a key player in upholding governance excellence. 

The agency earned several accolades, including Second Runner-Up in the Champions of Governance Award in the Public Service Category, First Runner-Up for the Chairman of the Year Award for Charles Karondo, and Second Runner-Up for the Corporation Secretary of the Year Award, bestowed to Joyce Mukururi.

The Government has initiated a programme to validate performance contracts for the 2024/25 financial year in order to enhance service delivery and expedite the achievement of its development goals.

The government is evaluating the extent to which ministries, departments, and agencies (MDAs) have aligned their strategic plans for the 2023/24 to 2027/28 period with the overall policy framework.

This framework is anchored in the Bottom-Up Economic Transformation Agenda (BETA).

The rationale of the performance contracting framework is to hold institutions and individuals accountable for their results

Owalo and Secretary to the Cabinet Mercy Kiiru Wanjau have been leading the vetting exercise.

The Performance and Delivery Management team is also evaluating the implementation of Cabinet decisions, particularly in cases where delays have occurred in turning Cabinet memos into enabling policy frameworks or laws passed through parliament.
