The Intergovernmental
Relations Technical Committee has delineated several functions between the
National and county governments.
In a gazette notice, the committee said it had delineated functions relating to trade, firefighting services and disaster management, health services, public works, transport, natural resources and environmental conservation, and agriculture.
Others are animal control and welfare, control of drugs and pornography, land survey and mapping, cultural activities, and pre-primary education.
“The two levels of government shall consult and cooperate in the process of the transfer of resources to support the implementation of the functions,” the notice said.
In performance of their functions, the two levels of Government shall be guided by the national values and principles under Articles 10, 175, 189 and 232,” it added.
The committee was established to facilitate effective intergovernmental relations for consolidating and deepening devolution through consultation, cooperation, and coordination to achieve socio-economic development.
In the health sector, the national government will formulate national policies, legislation, norms, and standards on health.
County government, on the other hand, will develop and implement county health policies and legislation within the framework of national policies and legislation.
The national government will further build capacity and offer technical assistance to the county governments in county health services.
Counties on the flipside will oversee and supervise county health services, including health services provided by public and non-public actors at the county level.
They will undertake health planning and administration, monitor, evaluate, and report public and non-public county health services, and implement national policies, legislation, norms, and standards on health.
The national government will additionally formulate national policies, legislation, norms, and standards on county health facilities and pharmacies.
Counties will formulate and implement county policies and legislation within the framework of national policies and legislation.
On trade, the national government will develop national policies, standards, and norms, promote export business, and facilitate export business-capability building frameworks to assist county governments to meet export standards.
Counties will, on the other hand develop and implement county policies on trade development and regulation and provide business development services to Micro, Small and Medium Enterprises businesses engaged in trade.
They are also to develop transparency and accountable licensing systems, zoning system, and a system for conducting inspections.
On pre-primary
education, the national government will formulate county-specific policies and
implement policies and legislation on pre-primary education.
Counties will develop guidelines on the constitution of boards of management for pre-primary schools.
