

President William Ruto has nominated 14 persons to serve as Principal Secretaries in various ministries.
A statement from the Executive Office of the President said the nominations were in accordance with recommendations of the Public Service Commission.
“The Presidential Action, serialised as Executive Order No. 1 of 2025, causes nominations to and re-assignments of State Departments, as well as postings to the nation's foreign service,” the statement said.
State House said the changes are driven by the need to harness the opportunities within emerging sectors of the economy, as well as to address challenges affecting Kenya's social fabric.
“Collectively, the changes seek to further accelerate the implementation of the administration's seminal socio-economic blueprint, the Bottom-Up Economic Transformation Agenda.”
The 14 nominees will appear before Parliament for approval hearings.
The nominees include former Nyeri deputy governor Caroline Karugu who has been nominated to the State Department for East African Community (EAC) Affairs, the Ministry of East African Community Affairs and the ASALs and Regional Development.
Also nominated are former ODM-nominated Senator Judith Pareno (Justice, Human Rights and Constitutional Affairs, Office of the Attorney General) and ex- Kenya Medical Practitioners, Pharmacists and Dentists Union secretary general Ouma Oluga (State Department for Medical Services, Ministry of Health.
Others are Jane Imbunya (State Department for Public Service and Human Capital Development, Ministry of Public Service, Human Capital Development, and Special Programmes), Regina Ombam (State Department for Trade, Ministry of Investments, Trade, and Industry), Cyrell Odede (State Department for Public Investment and Assets Management, The National Treasury and Economic Planning), Ahmed Ibrahim (State Department for National Government Co-ordination, Office of the Prime Cabinet Secretary), Bonface Makokha (State Department for Economic Planning, The National Treasury and Economic Planning) and Abdulrazak Shaukat (State Department for Science, Research, and Innovation, Ministry of Education).
Also nominated are Stephen Isaboke (State Department for Devolution, Office of Deputy President), Fikirini Katoi Kahindi Jacobs (State Department for Youth Affairs, Ministry of Youth Affairs and Sports), Carren Achieng (State Department for Children Welfare Services, Ministry of Labour and Social Protection) and Aden Millah (State Department for Shipping and Maritime Affairs, Ministry of Mining, Blue Economy and Maritime Affairs).
