Information, Communications and Digital Economy Cabinet Secretary has signed a Memorandum of Understanding with the United Nations Development Programme to develop the digital agenda.
Owalo signed the MoU on Monday at the Villa Rosa Kempinski Hotel in Nairobi.
UNDP Regional Director for Africa, Ahunna Eziakonwa was also in attendance.
Owalo said the MoU is another major step in Kenya's digital transformation agenda.
"I am very pleased that the collaborative dialogue that the Ministry of Information, Communications, and the Digital Economy and UNDP has been engaged in, for the past few months is entering the actualisation stage, with the putting of ink on paper," the CS said.
He said the partnership signed will draw the synergies of each party’s strength to drive the country to a new high in the digital front.
Owalo said the partnership focuses on key areas essential for driving inclusive digital transformation and meaningful connectivity.
"These areas include digital skilling and upskilling, data governance, e-government, and digital jobs and businesses," he said.
He added that by equipping workers with the necessary digital skills, as envisaged in the partnership; and breaking down data silos, automating government services, and fostering the growth of digital jobs and businesses, both parties aim to bedrock the future of Kenya on a solid sustainable and inclusive digital foundation.
Owalo said the government recognises that to achieve its digital agenda it will continually need partners on the deck.
In a bid to draw synergies and optimise the use of availed resources, Owalo said the government has established a donor coordinating group, co-chaired by State Department for ICT PS John Tanui.
"We welcome all donors in the ICT sector on board, for expanded collaborations," the CS said.
He said the significance of the MoU is not just for the ICT sector.
"We are looking forward to collaboration with the State Department for Public Service, the Public Service Commission, and the Council of Governors, to scale up the ICT skills of our public officers for efficient and effective service delivery," he said.
