The Office of the Director of Public Prosecutions has outlined at least seven focus areas, in their newly launched Strategic Plan for 2023 to 2027.
In the plan launched on Wednesday, Director of Public Prosecutions (DPP) Renson Ingonga said the plan will be people-centric and will ensure the principles of human rights are adhered to, at all times.
Ingonga insisted that his office will do all that is within its power to ensure the plan is achieved, and they have in place measures to propel the ODPP into it.
“We are committed to ensuring that every strategy is achieved… The ODPP Strategic plan will focus on people as key stakeholders and ensure adherence and as well as the observance of the tenets of human rights centric approach to prosecutions.
“The Plan has been prepared taking into account the international priorities that Kenya ascribes to including the UN 2030 Agenda on Sustainable Development, the African Union Agenda 2063, and the East African Community Vision 2050,” the DPP said.
The 2023 – 2027 Strategic Plan is the fourth organizational plan under the ODPP, after the promulgation of the Constitution of Kenya, 2010.
Ingonga noted that while his office has been able to prosecute several high-profile graft cases, he plans to go a step further.
He reiterated his commitment to seeing all economic crimes cases prosecuted.
“I would like to reiterate that the ODPP will vigorously undertake prosecution of corruption and economic crimes cases. The ODPP has to date successfully prosecuted various individuals for corruption and economic crimes related offences.”
The Strategic Plan also marks a transition from the ambitious and transformational ODPP Excellence Charter 2020 -2023.
The Plan, according to Ingonga is aligned with Kenya’s long-term development strategy as outlined in Vision 2030, Medium Term Plan IV and the Bottom-Up Economic Transformation Agenda (BETA).
The first area of focus will be on Prosecution performance and quality assurance mechanisms, where the ODPP envisions to have an effective and innovative prosecution service, as well as an efficient performance management mechanism for its services.
The office seeks to have an accountable prosecution service in place.
The plan also focuses on Funding and resources where the DPP intends to have an adequately resourced office.
The ODPP wants to have improved Infrastructural development, land and acquire critical equipment for the provision of services and execution of its mandate.
The office will also focus on terms and conditions of service for its staff, which need to be enhanced for better service delivery.
Another focus will be on Human resource capacity development, where the ODPP seeks to have work force with enhanced skills, competencies and knowledge. Professional and skilled staff will improve service delivery.
The Director of Public Prosecutions also plans to go big on Inter-agency collaboration and cooperation.
The office plans to enhance this by focusing, especially on structured stakeholder collaboration, coordination, and cooperation, with all relevant agencies.
The Strategic Plan also says the DPP will focus on strengthening institutional capacity, with a particular focus on organisational effectiveness, infrastructure and work environment.
The ODPP aims to be a responsive and effective office.
The last part of the plan will look at the Implementation of policies and guidelines, which will be a key priority area.
The DPP said they will work to improve the implementation of policies and guidelines, as well as review and development of the same policies for the effective delivery of their mandate.
The new plan was informed by the end of the previous plan,
its successes and failures among other issues that arose in between, Ingonga
added.
