Azimio proposes increase of county revenue share to 35%

The opposition outfit said this will help enhance devolution.

The Opposition Azimio has proposed the increase of county allocation funds from the equitable revenue from the current 15 to 35 per cent. 

Led by Raila Odinga, the coalition said the proposal will be presented before the National Dialogue Committee at the Bomas of Kenya for consideration.

"For devolution to be enhanced, we recommend that the allocation of resources to counties should be increased from the current 15 per cent to a minimum of 35 per cent," Raila said. 

He was speaking at a press conference Friday after holding a consultative meeting with Azimio coalition leadership in Mombasa.

Raila said that Kenyans believe the 2010 Constitution provided a platform on which they can benefit directly from devolution.

The Opposition boss claimed that the national government is taking over the roles of the county governments.

He said the government should desist from the current interference in the mandate of devolved functions.

Raila said the national government is meddling in the distribution of fertiliser, construction and opening of markets, the health sector and the commissioning of industrial parks.

The Azimio chief added that the government should release county funds on time to enable county governors discharge their duties as prescribed in the Constitution.

"It is worth noting that devolution is the best thing that ever happened to the people of Kenya in terms of service delivery and that there is a need for its strengthening, reenergising and well funding," he said.

He said Kenyans are going through challenges including the high cost of living, high fuel prices and unemployment.

The government on May 26 released Sh29.6 billion to counties as equitable share of revenue following fresh threats of a shutdown from the council of governors.

The disbursement came a week after the Council of Governors issued fresh threats to shut down operations over delayed release of Sh94 billion meant for devolved units for the months of March to May 2023.

On June 10, the National Treasury also released Sh33 billion owed to counties to settle various pending bills.

Some Sh10 billion of the amount was allotted to the National Government-Constituency Development Fund (NG-CDF).
