Miano's name missing in list of Cabinet nominees to Parliament

Ruto had nominated Miano for the post of Attorney General but in the list to Parliament, her name was missing.

President William Ruto has omitted the name of Rebecca Miano from the list of Cabinet nominees he submitted to Parliament for vetting on Tuesday.

Ruto on July 19 nominated the former Trade and Industry CS for the post of Attorney General as he unveiled 11 faces of his first batch of the new-look Cabinet.

But in the list he conveyed to Parliament, her name was missing.

“Honourable Members, Standing Order 42(1) relating to 'Messages from the President' provides that: ‘The Speaker shall read to the House any message from the President delivered to the Speaker for communication to the House’” Wetang’ula said.

"In this regard, I wish to convey to the House that I have received a message from His Excellency the President, notifying the nomination of various persons for appointment to the Offices of Cabinet Secretaries,” he added.

In the list, Ruto moved Aden Duale from Defence docket which he held previously to the Ministry of Environment, Climate Change and Forestry.

The President recommended for approval the nomination of Soipan Tuya in his stead.

The other nominees whose names were submitted for vetting are Kithure Kindiki (Interior); Davis Chirchir (Roads and Transport) and Alice Wahome (Lands, Public Works, Housing and Urban Development) and Eric Muriithi Muuga (Water, Sanitation and Irrigation).

Others are Margaret Nyambura Ndung'u (Information, Communication and the Digital Economy); Debra Mlongo Barasa (Health); Julius Migos Ogamba (Education) and Andrew Mwihia Karanja (Agriculture and Livestock Development).

Wetang’ula said he will forward names of the 10 nominees and their curriculum vitae to the Committee on Appointments of the House for consideration.

“The Committee on Appointments is expected to immediately notify the nominees and the general public, commence the necessary approval hearings and table its report in the House soonest, to enable the House consider the nominees within the stipulated timelines,” the Speaker said.

He said that the committee is expected, pursuant to section 8 of the Public Appointments (Parliamentary Approval) Act, 2011, to consider the matter and table a report in the House within 28 days.

“It is therefore imperative that the Committee on Appointments immediately commences the process of consideration of the nominees,” Wetang’ula said.
