Ruto promotes ex-CS Adan Mohamed to Chief of Strategy Execution

His appointment is contained in an executive order No.2 released November 2.

President William Ruto has handed a higher role to his advisor Adan Mohamed.

Mohamed who was initially appointed to the government as a member of the President's Council of Economic Advisors has been named the Chief of Strategy Execution.

His appointment is contained in an executive order No.2 released November 2 by head of public service Felix Koskei.

Adan will now be in charge of the President’s Strategy and Execution Office tasked with the delivery of the Kenya Kwanza agenda.

"The Executive Order No. 2 of 2023 supersedes Executive Order No. 1 of 2023 issued on 6th of January, 2023," reads the circular.

Koskei noted that the order also incorporates into the organization of governance structure changes occasioned by new laws enacted by Parliament.

The Executive Order, he added, codifies various changes that had been made by the President to the structure of the government of Kenya, including the reorganization of ministerial portfolios, mandate changes, state appointments, and the re-assignment of state officers serving in the senior ranks of the executive and the National security organs.

Adan has been a common figure in Ruto's foreign trips something that continued to raise eyebrows.

The most recent event was during the UN General Assembly in New York.

Adan served as the Cabinet Secretary for Industrialization and Enterprise Development in the Jubilee government from May 15, 2013, to July 2018, when he was transferred to the East African Community, both under former President Uhuru Kenyatta.

He resigned in February 2022 to vie for the Mandera governor seat which he lost to Mohamed Adan Khalif.
