IGAD calls for end to hostilities, release of detained officials in South Sudan

The Intergovernmental Authority on Development (IGAD) is now calling on the conflicting parties to cease hostilities with immediate effect.

IGAD Executive Secretary Workneh Gebeyehu said during the Heads of State and Government summit that detained officials must also be released, save for where there is evidence of wrongdoing.

“All parties to the conflict must unequivocally and unconditionally cease hostilities and adhere strictly to the permanent ceasefire, with IGAD’s Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) reinforced to ensure compliance.

“The government of South Sudan is urged to forthwith release detained officials, unless credible evidence warrants legal proceedings conducted transparently and in accordance with due process, lift any undue restrictions, and restore standard security arrangements,” he said.

The Authority called for dialogue with the leadership of South Sudan.

IGAD said this will assist in restoring confidence in all parties, which will culminate in a joint public declaration affirming their commitment to peace.

“In order to stabilize the security and political landscape, the Secretariat advises that the Joint Defence Board be promptly reconvened to address contentious deployments, such as those in Nasir, and oversee the safe withdrawal of forces, in coordination with UNMISS.”

Gebeyehu further called for an independent probe into the Nasir clashes, as well as the recent attack on a United Nations helicopter.

He said this can be carried out by the CTSAMVM to ascertain the facts and ensure accountability for any violations.

IGAD reiterated the need for intensified reconciliation efforts with the support of critical partners, including the South Sudan leadership.

“The secretariat advocates for intensified efforts to promote reconciliation, including additional support to the Tumaini Initiative that is engaging non-signatories to the agreement and a comprehensive strategy for the inclusion of all communities and stakeholders to counter divisive narratives and rebuild public trust.”

The 43rd Extraordinary Virtual Summit was attended by various Heads of State or representatives.

It was chaired by the Djibouti President and chairperson of IGAD’s Heads of State and Government Assembly.
