President Ruto appoints new Hustler Fund chair

Ruto revoked the appointment of Irene Karimi as the Fund’s Non-Executive Chairperson.

President William Ruto has appointed Habil Olaka as the new Non-Executive Chairperson of the Advisory Board of the Financial Inclusion Fund.

Olaka is the immediate former Chief Executive Officer of the Kenya Bankers Association.

In a gazette notice dated February 21, President Ruto announced that Olaka will serve for a period of three years.

"In exercise of the powers conferred by Regulation 10 (1) (a) of the Public Finance Management (Financial Inclusion Fund) Regulations, as read together with Section 51 (1) of the Interpretation and General Provisions Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— HABIL OLAKA (DR.) to be the Non-Executive Chairperson of the Advisory Board of the Financial Inclusion Fund, for a period of three (3) years, with effect from February 21, 2025," the gazette notice reads in part.

At the same time, President Ruto revoked the appointment of Irene Muthoni Metha Karimi as the Fund’s Non-Executive Chairperson.

Muthoni had been appointed in January 2023 when President Ruto launched the Hustler Fund. She was initially set to serve for a three-year term.

In March 2024, the Governing Council of the Kenya Bankers Association (KBA)—the leading financial sector advocacy group and umbrella body for banking institutions licensed by the Central Bank of Kenya (CBK)—announced Olaka’s retirement as CEO.

Olaka had served as the Association’s Chief Executive since his appointment in 2010.

Meanwhile, Education Cabinet Secretary Julius Ogamba has revoked the appointment of Christopher Langat as a board member of the Commission for University Education (CUE).

"In exercise of the powers conferred by Section 6 (1) (d) of the Universities Act, 2012, as read together with Section 51 (1) of the Interpretation and General Provisions Act, the Cabinet Secretary for Education revokes the appointment of Langat Christopher Andrew (Dr.) as a board member of the Commission for University Education, with effect from February 21, 2025," the gazette notice reads in part.
